"To evaluate and validate the Project, a Public Benefits & Costs Study (the Study) was completed by DMJM+HARRIS and HDR (the Consultant team), in conjunction with CDOT. The purpose of this Study is to identify, and in some cases quantify, the potential public and private benefits and costs of relocating through-freight train infrastructure (bypass), and detail the advantages and disadvantages of a public-private partnership project between CDOT, other public entities, and the BNSF and UP railroads."--P. 2.
